Glinda... you live in a world of talking animals, tyrannical magical overlords, people dropping in from other dimensions via cyclone and other means.  NOW you question why Dorothy can cast spells without going "super saiyen"?  Just roll with the changes Glinda, nothing else in this world makes sense.
